Becoming a Driving Instructor - Legal Requirements:

  • Prospective candidates must hold a full UK or European Union (EU)/European Economic Area (EEA) unrestricted car driving licence. If you hold an EU/EEA licence, you must exchange this either for a GB licence or a Community licence.
  • If your are wanting to train as a driving instructor, you must have held your licence for a total of at least four out of the past six years prior to entering the ADI Register after qualifying. Foreign driving licences, automatic car driving licences or a provisional licence held after passing the driving test will count towards the four years.
  • As a Potential Driving Instructor (PDI), it is a requirement that you must not have been disqualified from driving at any time in the four years prior to being entered in the register.
  • As a PDI, you must be a “fit and proper” person to have your name entered onto the Register. The Driving Standards Agency (DSA) will take into account any/all spent and un-spent convictions you may have (motoring and non-motoring convictions), when they assess your suitability to be entered onto the Register. This includes fixed penalty offences such as speeding.
  • The final decision as to whether you are a fit and proper person to be entered into the Register is the responsibility of the Registrar. The Registrar will take into account any motoring convictions that you have acquired in the last six years as well as your criminal record - if you have one.
  •  If you have any motoring offence(s) with current endorsements totalling 5 penalty points or more, this may be result in your application being refused.
  • You must obtain a criminal record disclosure from Disclosure Scotland. This is done through Capita Recruitment Vetting Service whom you can contact on 0870 850 2455.
  • All PDI's must pass the part 2 and part 3 practical examinations within two years of passing the theory and hazard perception (part 1) test.

Apply for registration within 12 months of passing the final part of the examination.

Further details can be found on the DSA booklet – ADI14 Your road to becoming a driving instructor, on the DSA website or on the Business Gateway site.

The registration of all Approved Driving Instructors (ADI's) in the UK is administered by the Driving Standards Agency (DSA).

Before applying to become a driving instructor, a candidate must

To be accepted onto the Register Of Approved Driving Instructors you must hold a full UK or European Union/European Economic Area unrestricted car drivers licence. This must have been held for a total of at least four out of six years prior to applying to the ADI Register and have not been disqualified from driving at any time in the four years prior to be entered onto the ADI Register. You must also complete a criminal records check BEFORE applying to start the qualification process. Once you have a completed disclosure then you may apply to the ADI Register.

It is a legal requirement that all Potential Driving Instructors (PDI's) must pass the 3 DSA qualifying exams BEFORE they can legally teach anyone for money or any other form of reward.

All driving instructors in the UK must be registered with the DSA and have passed all of the qualifying examinations before they can teach anyone for money or 'money's worth'. Before you can apply to have your name entered onto the register you must also satisfy certain legal minimum requirements. The main requirements to teach people to drive for a living are set out below. The first two requirements must be met in order to apply for the qualifying examination

You must have held a full UK driving licence for a continuous period of at least four years

Note: Your licence period must be continuous. After any disqualification the period of four years starts again. If you currently have more than 6 penalty points it is possible that your application will be refused. If you are unsure if you will meet the requirements you will need to apply for the first qualifying exam. Fees are refunded if you are declined, check with the DSA for details

You must be a 'fit and proper person'

This relates to criminal convictions not spent under the rehabilitation of offenders act. Each application is dealt with on an individual basis. Contact the Driving Standards Agency for advice. You don’t have to declare spent convictions

You must pass a three-part examination set and administered by the DSA

The examination consists of theory, driving and practical teaching ability. The exams are taken on separate occasions, and there are usually significant waiting times between tests.
Your name must be on the official register of driving instructors or you must be licensed on a temporary teaching permit (The Trainee Licence) by the DSA

To be entered in the Register of Approved Driving Instructors you must pass all three parts of the Qualifying examination within a two-year time period, starting from the day you pass part one, and have paid the requisite registration fee. To be licensed you must pass the first two parts of the qualifying examination, sign a declaration that you have met the statutory training requirements and pay the requisite fee
